Do you need a postulate for Spain?
If you apply for a diploma as a qualification document, yes: UGE certificate states that public documents issued by a foreign authority must be submitted "debidamente legalizados o apostillados" [1]The Rule confirms the Ministry of Inclusion: the instrument of a country party to the 1961 Hague Convention is certified by apostille, otherwise consular legalization, and translation is always required [2].
But not every applicant for DNV is eligible for a diploma in the form of a degree in graduado or postgraduado at the University of De reconocido prestigio, a professional education, a business school or professional experience for at least three years. If you have a diploma, it should be issued as a public document.
Each of the authorities that read your package formulates the request in a slightly different way. Diploma in regulated profession: added
If your profession in Spain is regulated, UGE certificate requires a homologation of a diploma in the relevant Spanish title or a declaration (declaración responsable) before a notary that you will not be employed in this profession in Spain [1]The notary shall make a declaration with the notary, and the following shall be taken into account: Certificate of homologation in Spain.
Do you need apostolics for marriage and birth certificates?
The evidence is required when family members (spouse, children, dependent parents) are present with you. UGE's certificate for familiares refers to "acreditación del vinculo familiar": marriage certificate, cohabitation, birth certificate. [8]The document is old and therefore check the UGE page.
For Russia, the Spanish Ministry of Foreign Affairs calls it an exception: "canje de note URSS 1984" exempts from legalization certificociones del Registro Civil Spain and Russia [4]On the page, it's a bilateral agreement, but we haven't found confirmation that UGE or the consulate accept Russian certificates of the civil registry without apostille in the migration case.
For EU documents, Reglamento (UE) 2016/1191 is in force: some public documents are exempt from legalization and apostilles, and multilingual standard forms are allowed instead of translation [4]It does not apply to documents from Russia, Belarus, Kazakhstan and Ukraine.

The name of the specific authority in your region (Department of Education, Directorate of the Civil Registry, Ministry of Education, Region) depends on the constituent entity of the Russian Federation: the list of the Ministry of Justice gives categories, not names, by region [3]. Apostille put on the original document; notarized copies of it puts the Ministry of Justice [3]For other country documents, the apostille issues the authority of the country of extradition, the list of participating countries is available on the page of the Spanish Ministry of Foreign Affairs. Documents from other CIS countries
If a diploma or certificate is not issued in Russia, the rule is the same: the apostille places the authority of the country of extradition, but only if it is a party to the Hague Convention. - Check if you need a document. Diploma is required if you are a qualified person; certificates are required for family members [5][8].
- Get the original. If the original is lost, order a repeat from the authority that gave it up, the error is corrected by the issuing authority, not by the interpreter.

Typical Errors
- Apostille for a normal copy. It's on the original, and a notary copy requires a territorial authority from the Ministry of Justice. [3].
