- Three steps: Before filing (base, calendar, documents), between delivery and entry (notice, visa, housing) and after arrival (empadronamiento, TIE, Seguridad Social, Bank, taxes). [1].
- First with legal time limit after entry: TIE card. For permission longer than six months, it is ordered in person within a month of entry or decision. [1][3].
- Empadronamiento in Barcelona is mandatory for all who live in the city and confirms the address of the lease not shorter than three months or other housing document. [4].
- Without padron, do not issue a medical card in Catalonia: CatSalut calls registration in the municipality of Catalonia a basic requirement [5].
- Foreign documents are filed with apostille or legalization and with the translation of a juror. [1][2].
Moving to Barcelona: a three-step plan
It's more practical to think in stages than in a list of cases, and at each point, the questions are more important than the error at a late stage.
| Phase | What we decide | What risk we take in error |
|---|---|---|
| 1. Before delivery | Basis, place of submission, calendar, documents, family, budget | Unsuitable foundation, lost months, expensive translations of the wrong document |
| 2. Between the delivery and entry | Notifications and requerimiento, visa, housing, shipment of goods | Missing response time, visa not received on time |
| 3. After arrival | TIE, Padron, Health Card, Seguridad Social, Bank, Taxes | Card delay fine, closed access to medicine and services |
The base is selected at the beginning: from where to start residence permits in SpainThe Spanish and consulate shall be responsible for the following: Delivery from Spain or through consulate.
Step 1: What to prepare before delivery
Please compile a list of citizenship and country of residence in recent years, valid passports and family circumstances, and add sources of funds and planned employment. At this stage, there are enough descriptions: multiple agencies do not need complete passport archives at the same time.
A passport must be valid for at least a year, and it must be certified as incriminating from the countries where you have lived for the past five years and medical certificate of the absence of diseases dangerous to public health (art. 38 Reglamento) [1]Foreign public documents are filed with apostille if the country of extradition is a party to the 1961 Hague Convention, otherwise with consular legalization, and with translation into Spanish; Catalonia also allows Catalan (Hoja 61 ministries) [2]. Apostille confirms the signature, position and seal, but does not replace the translation: apostille and legalizationI. Full list of reasons: document checklist.
Enter a table of dates: document, date of issue, time frame, apostille and translation. A certificate of independency from the country of residence often goes on for weeks and better to deal with it before other papers. The calendar should be kept immediately for all family members.
Step 2: Between delivery and arrival
After filing, the main point is not to miss messages; on a consular visa, you may be called for an interview or request documents, and the time limit for response is short: the general rule of 10 days for the request for documents, with a possible extension (article 27.4, refers to article 68 Ley 39/2015), and the appearance on call is not more than 15 days, otherwise the case is closed as withdrawn (article 27.3 Reglamento) [1]. After the decision, the visa must be withdrawn within a month, otherwise you are considered to have refused it (Article 28). [1]I'm asking for answers to questions: how to answer the question.
The residence visa is issued for a maximum of one year and allows entry. Article 37 requires that the TIE card be requested in person within one month of entry if the permit is for more than six months. [1]If you don't apply for a visa from abroad, but from Spain, you don't need a visa, and you don't need another visa, and if you leave Spain when you're considering an application, you don't have to tell the public sources for DNV, so plan to leave. If you need to move things, animals, or cars, it's separate procedures: moving animals to Spain.
Housing and Empadronamiento: registration by place of residence
Empadronamiento (padron, registration in the municipal register of residents) in Barcelona is compulsory for all who live in the city. This is not a residence permit or a permit, but a record of where you actually live. [4]You can get a permit online, by telephone 010 or in person on record. A foreign national outside the EU has enough passport or TIE, and an address can confirm a lease agreement not shorter than three months (or extended) or a document of the owner, the hotel will give a document according to other rules. If the application is complete, the mail confirmation comes in about a week later. [4]The city may request additional proof of actual residence at the address [4].
So don't buy a "no residence sign": padron records the real address, not creates the migration law. You can discuss with the owner in advance whether he is ready to file the registration. Empadronamiento in Barcelona, housing for the first time: first week housing.
First weeks after arrival: order of action
There is no universal line, but there is a principle: to start with what has a legal date.
| Step | Why and when | Read |
|---|---|---|
| TIE | Personal request within a month of entry or decision. [1][3] | TIE and Huellas |
| Empadronamiento | You need it for most procedures and for the health card. [4][5] | padrón (see above) |
| Seguridad Social | Alta before work starts if permission gives work; depends on the basis | NUSS |
| Health card | TSI is online or CAP, you need a padrón [5] | tarjeta sanitaria |
| Bank account | The law does not require NIE, but the bank is entitled to refuse; there is a cuenta de pago básica | Bank account |
| Taxes | Article 93 (modelo 149) regime declared within six months of the commencement of the alta activity [6] | Taxes and residence permits |
For different bases, these steps are different: start with DNV First 30 days after DNV. TIE under article 76 Ley 14/2013 is required if the permit is valid for more than six months [3].
How to Make the move budget clear
The cost of the service is five parts: escorts, government duties, transfers and apostilles, health insurance where the agency requires it, and living (housing, bail, road). For each line, please note who you pay and what you receive. The duties are published by the agencies and their size is changed, so the numbers are better taken from the agency pages than from the correspondence. Please specify whether the response to the additional request and the re-input to the office are included. The cost of the performance of the performer.
Assess the budget with the calendar: the period of the reservation, the period of insurance coverage, the fees of studies and the duration of certificates may overlap. Do not pay all the expenses on one day just to feel ready.
Typical errors in preparation for relocation
- Order translations before they can decide the basis. The document may be unnecessary or in the wrong version.
- They don't count the deadline. A foreign certificate could take weeks.
- They buy a "promissory" card. Padrón reflects the real address, the city can check [4].
- They're putting TIE on hold. One month [1].
- They start working until they get permission. Unauthorised work is a violation, not a formality.
- They take the order from the chat room. Steps depend on the basis, consulate and date.
- They don't think about family. The partner and the kids are going their way, and the paperwork is for everyone. [1].
When Individual Review Is Needed
If you have more than one reason, short periods (school year, contract, visa expiration), several countries of residence in five years, incomplete family on one basis, income from different countries, or whether it's not clear what to file and where, then the plan is based on your documents, not on a template.
