The EU citizen's family card in Spain: EX-19 and documents

Card of a relative of an EU citizen: to whom it is assigned

The map is issued under Real Decreto 240/2007 and not under Regulation 1155/2024, which applies to relatives of a national of another EU State, EEA or Switzerland if a relative accompanys or joins him or her in Spain. The rest of the relatives (brothers, sisters, adult children without a dependent, partner without registration) are allowed on an individual assessment: one must prove that a person has lived in maintenance or with an EU citizen in the country of origin or that health reasons require care. For a partner without registration, a sufficient year of living together or a common child must be motivated. [1].

What the EU citizen himself needs to confirm

Article 7 refers to four grounds: employment or self-employment in Spain, sufficient funds for themselves and families with insurance, insurance and funds, or accompanying a relative with one of these grounds. [1]The regulations do not refer to fixed amounts as: personal situations are taken into account, but they should not exceed the level below which Spanish citizens are paid social assistance or the minimum pension. How to map: order by step

Time frame, silence and appeal

Regulation 240/2007 gives the authority three months to issue the map (Article 8.4) and Policy states in EX-19: maximum 3 months, silence means refusal (destimatorio), reposión can be challenged within a month of the same body [1][2]We have not found or known how in practice it is interpreted by the Officiala de Extranjería in Barcelona. If an EU citizen has left, died or is married, the right of a foreign relative may be preserved separately (art. 9): in divorce, one of the conditions is that marriage be given for at least three years, of which one is in Spain; custody of children of an EU citizen; especially difficult circumstances, such as violence; right to communicate with a child in Spain. Typical Errors

  • They're on the map when the EU citizen has no right of residence: no job, no funds or insurance, then the refusal is a sure thing, even if the family documents are perfect. [1].
  • CUE and the map of the relative are being run: the EU citizen is issued with a certificate of registration, a third country relative is issued with a map. [2][5].
