- Two options: The EU Blue Card (generation of at least three years or five years of experience) and the National Resolution (level 1 MECES or three years of experience). The Regulation is prescribed in Article 71 Ley 14/2013 not in the General Regulation [1][4][5].

- The company is registered once with UGE. Registration is valid for three years, changes are reported within 30 days, otherwise the company is out of the register. [1].

Where a residence permit for a highly qualified professional is prescribed
This is not a regular working permit from Real Decreto 1155/2024. The professionals of high qualifications fall under the section "international mobility" Ley 14/2013 (Article 61, Articles 71 and 71 bis), and the regulation removed the EU Blue Card from its text because it is regulated by Ley 14/2013 [1][4]The Office emphasizes: these categories are excluded from the general regime, and the general rules of the regulation apply to them only in a very narrow sense [5]The "all workers' residence permits" rule is therefore not valid here. [7][8].
Compare to the usual method of employment: Residence permit on a work contract.

As applied: UGE, date and time of authorization
The Ley 14/2013 permits are managed by the Universal de Grandes Empreas y Colectivos Estratégicos, all made electronically through the Ministry ’s website: statement, amendments, answers and messages [6]The company or specialist may make the application and in the latter case UGE will inform the company of the receipt of the application. [1]The decision period of 20 days from the electronic application, in silence, is deemed to be granted; the refusal may be appealed in alzada [1]The consulate shall respond to the visa within 10 working days if no consultation on the visa code is required [1].
Authorization is granted for three years or for a contract term plus three months if the contract is shorter than three years but not more than three years. 60 days before the end, an extension of two years is possible if conditions remain; a long-term residence is opened in the fifth year. [1]If the permit is valid for more than six months, TIE will be required [1]DGGM 2/2025 confirms the rule on time for this category [5].
The company confirms its claims once and is entered into the UGE register for three years with extension; changes in conditions are reported within 30 days, otherwise the company is excluded [1]On the steps taken by the employer in the employment of an alien: How to employ a foreigner in Spain.
How to link skills and position
The title of the title does not explain the level of tasks, responsibility and knowledge involved. Write a short professional timeline: periods, companies, document functions. Abstracts help guide but not always provide independent evidence. Experience instead of a diploma is usually supported by employer letters with dates and functions. UGE calls such documents for DNV, the list for PAC in open sources we haven't found.
If the profession is regulated, the migration permit does not replace the admission: for the Blue Card, the law explicitly requires homologation [1]The procedure for the homologization of the diploma: Certificate of homologation in SpainThe contract, the company ’s letter and the executive summary should describe the same role: differences did not always constitute a breach but required an explanation, and better clarification before filing than correcting them by separate letters.
Conditions of offer: contract, payment and role
The contract must be in accordance with the law and applicable convenio colictivo and the annual gross salary not below the threshold for your category [1][2]B. Numbers are not transferred from one profession to another: the reduced threshold is applied only in the cases listed [2]Put in a reserve and check the number on the date of submission. If the role, pay or employer changes, it is reported to the UGE within 30 days; failure to comply with the conditions may result in the termination of the permit after the hearing. [1].
Check after approval
Read the time and conditions of the permit, the procedure for the TIE and the duties for changes. For the Blue Card, the law stipulates unemployment: the card is withdrawn or not extended if you are unemployed for more than three months (lock a card less than two years) or longer than six months (two years), but this period is given to seek a new job. [1]Family members may apply with you or later under article 62.4 [1]For family members of the Blue Card holders, the regulations provide for a separate permit after five years of residence in the EU, of which the last two in Spain [4].
Typical Errors
- They think high wages are the main criterion. Need category, education or experience, contract and compliance [1][2].
- They take the threshold "from the old article". It's revised every year, check the UGE number on the delivery date. [2].
- They're running the Blue Card and the national resolution. The conditions of experience, contract and reduced threshold differ [1][2].
- They miss homologation for regulated professions. The diploma is not accepted without it for the Blue Card. [1].
- Different versions of the post in the contract, letter and summary. This leads to requerimiento.
- They don't report any changes. Change of function, salary or employer requires notification to UGE within 30 days [1].
When Individual Review Is Needed
A review is needed if you are not sure whether the Blue Card or the National Permit is appropriate, if the experience needs to be confirmed in lieu of a diploma, if the profession is regulated, if the employer is not already in the UGE register, if a change of position is planned, or if you compare this permit with DNV or ICT.
