Highly qualified specialist residence in Spain: conditions

The residence permit for a highly qualified professional in Spain (autorización de residencia para profesionales allamente civilificados, art. 71 Ley 14/2013) is of two types: the EU Blue Card and the National Permit, both requiring qualifications, profile and wages not below the threshold, and the application is made by UGE.

Where a residence permit for a highly qualified professional is prescribed

This is not a regular working permit from Real Decreto 1155/2024. The professionals of high qualifications fall under the section "international mobility" Ley 14/2013 (Article 61, Articles 71 and 71 bis), and the regulation removed the EU Blue Card from its text because it is regulated by Ley 14/2013 [1][4]The Office emphasizes: these categories are excluded from the general regime, and the general rules of the regulation apply to them only in a very narrow sense [5]The "all workers' residence permits" rule is therefore not valid here. As applied: UGE, date and time of authorization

The Ley 14/2013 permits are managed by the Universal de Grandes Empreas y Colectivos Estratégicos, all made electronically through the Ministry ’s website: statement, amendments, answers and messages [6]The company or specialist may make the application and in the latter case UGE will inform the company of the receipt of the application. How to link skills and position

The title of the title does not explain the level of tasks, responsibility and knowledge involved. Write a short professional timeline: periods, companies, document functions. Abstracts help guide but not always provide independent evidence. Experience instead of a diploma is usually supported by employer letters with dates and functions. UGE calls such documents for DNV, the list for PAC in open sources we haven't found.

Conditions of offer: contract, payment and role

The contract must be in accordance with the law and applicable convenio colictivo and the annual gross salary not below the threshold for your category [1][2]B. Check after approval

Read the time and conditions of the permit, the procedure for the TIE and the duties for changes. For the Blue Card, the law stipulates unemployment: the card is withdrawn or not extended if you are unemployed for more than three months (lock a card less than two years) or longer than six months (two years), but this period is given to seek a new job. Typical Errors

  • They think high wages are the main criterion. Need category, education or experience, contract and compliance [1][2].
  • They take the threshold "from the old article". It's revised every year, check the UGE number on the delivery date. [2].
  • They're running the Blue Card and the national resolution. The conditions of experience, contract and reduced threshold differ [1][2].
  • They miss homologation for regulated professions. The diploma is not accepted without it for the Blue Card. [1].
  • Different versions of the post in the contract, letter and summary. This leads to requerimiento.
  • They don't report any changes. Change of function, salary or employer requires notification to UGE within 30 days [1].
