Exchange of Ukrainian rights: 15 steps

1. Check categories and duration of rights

   Only valid rights can be exchanged. Without examinations, categories A1, A, B and B+E; categories C and D only change after a practical road test. If the rights have expired, the exchange will not be available, go to step 14.

2. Set your status and date of countdown for six months

   The exchange is possible when six months have elapsed since the date of resguardo (quitment of application) or the decision to protect or from the confirmed date of entry into Spain.

3. You decide if you can drive right now.

   With temporary protection, Ukrainian rights are recognized in the EU as long as protection (Reglamento (UE) 2022/1280) is extended until 4 March 2028, when you have completed the age that Spain requires for this category, and the regular residence permit is valid for no longer than six months from the moment of residencia norma (article 21 of Reglamento General de Investors).

4. Check the canje terms under the agreement with Ukraine

   According to the DGT table, "moto or car" rights are changed without examinations (tasa 2.3), "truck or bus" after driving examination (tasa 2.1). Rights acquired in Ukraine, when you were already a legal resident of Spain, are not exchanged.

5. Go to the CRC medical team

The Centre itself transmits the result to the driver register electronically, the conclusion is 90 days after the day following the extradition (Real Decreto 170/2010, article 15).

6. Consider the translation and international rights

   For people with temporary protection, DGT does not require a juror ’s transfer or international certificate: this is directly recorded in Reglamento (UE) 2022/1280 and on the DGT page of Ukraine. With the usual permit of residence for driving in the first six months, the right must be in Spanish, with an official translation or on the model of the Geneva or Vienna Conventions.

7. Pay for the tasa DGT

   For the exchange of A1, A, B and B+E, you need tasa 2.3, for C and D tasa 2.1 (two attempts at an examination). The numbers on the DGT and the Ministry of the Interior are 28.87 me and 94.05 me. In the old PDF DGT, 28.58 me and 93.12 me are available, so check the amount in the form of payment.

8. Take the Cita previa to the DGT Barcelona

   The recording is free of charge: on the Sede DGT website, on the number 060 or on the MIDGT app. In Barcelona, there are two points in the system: Barcelona and Barcelona-Sabadell. 9. Collect the documents.

   List on the DGT page of Ukraine: Application (Modelo 03), Personal Document, Confirmation of the Residence, Evidence that you were not resident of Spain when you received rights, original rights, medical certificate and fee receipt.

10. Make an online application or to Jefatura

    You can apply to a sede DGT with Cl@ve or digital certificate (canje digital, Ukraine has it), personally to Jefatura on record or through a representative with a power of attorney. After processing, DGT will report when you get a temporary permit and hand over the original.

11. Surrender Ukrainian rights and wait for verification

    The original rights are transferred to Jefatura. The DGT checks rights from Ukrainian authorities and, for people with temporary protection, the DGT page of Ukraine explicitly says that no exchange is conducted without verification. DGT rights are sent to the country of extradition (art. 20 Reglamento General de Investors).

12. Get temporary clearance.

    When the original is delivered, it is issued permiso provisional. On the page DGT in Ukraine, it can be spent six months with it, but only in Spain: it is not operating abroad.

13. Get a plastic card.

    Permanent Spanish rights come in the mail, DGT data is about a month and a half from the DGT, and the map is sent to the DGT address, so the address should be relevant.

14. If exchange is not possible: examinations

15. Balls and extension of Spanish rights
