What is UGE in Spain and what does it do

UGE (Unidad de Grandes Empreas y Colectivos Estratégicos) is a unit of the Spanish Ministry of Inclusion that handles electronic requests for Ley 14/2013 residence permits, including for digital nomads.

What is UGE?

UGE is de Grandes Empreas y Colementivos Estratégicos (UGE-CE), a unit of the Spanish Ministry of Inclusion, Social Welfare and Migration, which was created in 2007 to work quickly with companies and organizations that need to bring third-country specialists to Spain. The basis of the procedures is one: Ley 14/2013 on support for entrepreneurs and their internationalization. Article 76 explicitly states that the permission of this section of the law is administered by UGE through electronic channels and issued by Dirección General de Migracions. [4]. What permits do UGE issue?

The UGE page lists eight groups, all of which belong to Ley 14/2013 [2]:

  • Business;
  • Highly qualified professionals and holders of the EU Blue Card;
  • Researchers;
  • Internally-corporated translation workers (ICT);
  • Collective permit application, ICT;
  • The audio-visual and cultural sector;
  • Teletrabajadores de carácter international, i.e. digital nomads, DNV;
  • Family members of all the groups listed.

How does UGE differ from consulate and ocina de expanjería?

UGE accepts applications for residence permits, the consulate issues a visa, and the Oicinas de extranjería (migration offices) handle cases that are not on the UGE list.

The UGE permit is not directly issued from the country of residence: first, a visa is required at the consulate; the UGE is either from Spain when it is legally in it or during the last 60 days of validity of the visa. [5]II. Comparison of two tracks: Delivery from Spain or through consulate.

How do you apply for UGE?

The application and all related documents (responses to queries, additions, appeals) are submitted electronically only through the Sede electronic ministry of incorporation [3]The procedure is as follows:

  1. Get an electronic certificate: without it, you can't open a sede [3].
  2. Pay the fee in form 790-038 on sede.inclution.gob.es and take the NRC number, the payment document is attached to the application. [5][7].
  3. Fill in MI-T (applicant) form and MI-F (family members) if necessary and attach documents [3][6].
  4. Further monitor electronic notifications: UGE requests are also answered via sede [3].

The Ministry does not publish statistics on the timing and shares of UGE approvals. The numbers from blogs are different, so we don't take them. The law gives 20 days to decide. What is UGE in Spain in simple terms?

No, but from abroad, they apply for a visa at the Spanish Consulate at their place of residence, and the UGE is approached from Spain if you are legally present, or during the last 60 days of the application, as follows from article 74 quarter Ley 14/2013 and the responses of UGE to the teletrabajadores. Do you need an electronic certificate for application to UGE?
Yes. Ley 14/2013 applications and all correspondence are sent electronically through the Ministry of Inclusion's Sede, so you need a digital certificate. You can apply for it yourself or through a representative: you need a document that gives you the right to sign the application. How to obtain the certificate in your country depends on the country and your situation. [3][6]
Who decides on the application: UGE or Dirección General de Migracions?
The application is made by UGE, the permit is issued by Dirección General de Migracions: this is the case in article 76 Ley 14/2013. The decision must be reasoned, with a 20-day deadline from the electronic application. Recurso de alzada is granted for refusal. The Ministry documents also contain the name Dirección General de Gestíón Migratoria. [4][6]
Where do you write the question in UGE?
The unit has an address movilidad.internacional@inclution.gob.es: the Ministry calls it for functional questions on the procedure. The time frame for the answer is not specified. Questions that depend on your case, such as whether you would like to discuss DNV first with a lawyer or a gestator, rather than send them to the department. [1][7]
