Extranjería and UGE: what's the difference and who's responsible for what

Extranjería is the offices of Delegación and Subdelegación del Gobierno, which handle general cases. UGE is the branch of the Ministry of Inclusion that manages the permits for Ley 14/2013, including DNV: the difference in procedure and time.

What is extrandjería?

Extranjería is the general name of the legal sphere and offices that serve foreigners, and in practice it is called the Oicina de extranjería: the unit of Delegación or Subdelegación del Gobierno. [1].

The application for a general permit shall be submitted in person in the official official official address of the applicant in Spain. [1]III. Decisions of Delegados and Subdelegados, as well as the Ministries of Foreign Affairs, Interior and Inclusion, complete the administrative route [1].

What is UGE?

UGE (Unidad de Grandes Empreas y Colectivos Estratégicos) was established in 2007 to deal quickly and with expertise with companies and organizations that need personnel from third countries with special characteristics [2]It operates under the Ministry of Inclusion and manages the permits provided by Ley 14/2013 for entrepreneurs, highly qualified professionals and Blue Card holders, researchers, intra-corporate translation officers (ICT), audio-visual workers, teletabajadores de carácter international and their families [2].

By law, the UGE application is considered electronically, the decision is made by the central service of the Ministry (in Ley 14/2013, it is called the Dirección General de Migracions). 20 days from the electronic application, if the permit is not valid, the general appeal is considered as approved. The Supreme Court, by decision of 8 July 2026, declared invalid article 197.2 of the Rules on Compulsory Electronic Communication with the Agency for a number of general regime procedures [10]We don't think this has a direct bearing on UGE: the electronic permit application for Ley 14/2013 establishes the UGE itself by law. What does the applicant need to know?

The address is determined by reason, not residence. DNV, Blue Card and ICT go through UGE, no lucrativa, study and family reunification through extranjería. [2]The notification goes where you've been sending it, so check the right sede, not the general mailbox. What's the difference between exteneuría and UGE?
Extranjería - oicinas de extrandjería at Subdelegación del Gobierno, they run general regime procedures: no lucrativa, study, family reunification. UGE is a unit of the Ministry of Inclusion for Ley 14/2013, including DNV. The filing, the time limit, the duty and the means of appeal are different. [1][2][3]
Who decides on the DNV?
The application is made by UGE and the permit is issued by the Ministry ’s central service (in Ley 14/2013, it is called the Dirección General de Migraciones). 20 days from the electronic application, if silent, the permit is deemed to be granted. The appeal is made through recurso de alzada. It is not the local one that decides the extrandjería. [3]
Can you apply to UGE on paper?
No. According to UGE, applications for Ley 14/2013 and all subsequent documents (corrections, additions, recursions) are submitted electronically only through the Ministry of Inclusion ’s sede, need an electronic certificate. A representative can be trusted to submit it if it is registered in the representative register. [2]
What permits do UGE have?
For Ley 14/2013, entrepreneurs, highly skilled professionals and Blue Card, researchers, ICT, audio-visual workers, teletrabajadores de carácter international and their families, no. lucrativa, arraigo and study are not included in the list: they are the work of the ocina de extrajería. [2]
Who issues TIE after DNV approval?
The card is issued by the police. Ley 14/2013 requires a request for a permit if the permit is valid for more than six months and the permit is issued in person within a month. This requires an EX17 form and a model receipt of 790 código 012 and a print entry is made separately. Details depend on your province. [3][1]
Where do you apply for no lucrativa, arraigo or extension: extenería or UGE?
In the ocina de extrandjería or other body named for procedure in regulation 1155/2024, UGE only manages Ley 14/2013, so no lucrativa, arraigo and study are not related to it. Where exactly to serve you depends on the basis of whether you are in Spain or abroad. [1][2]
