- In Catalonia, two official languages, Catalan and Spanish. The Law on Language Policy (Llei 1/1998) gives the right to use any of them in public and private life, and legal acts in any language have full force [1].
- A language examination is not required for a residence permit. Language is taken into account informe de integración, which Generalitat issues at arraigo social and socioformativo and at extension if no requirement is met: one must confirm the teaching and knowledge of the official languages if no exemption is granted. - With Generalitat and Ajuntament The documents and communication are done on Catalan default, but you are entitled to file and receive notification in Spanish and translation is free of charge on request [1].
- Catalan courses Consorci per a la Normalitzación Lingüística (CPNL, cpnl.cat): for the 2026-2027 academic year, courses A1 and A2 are free of charge, B1 (120 hours) is 68, B2 141 at the normal rate [4].
- Official certificates The C2 level of A2, B1, B2, C1 and C2 issues the Department de Política Lingüística after written and oral examinations; the CPNL certificate at the end of the level is equivalent to the level of the CL. [4][5].
Catalan language in Barcelona: Do you need it to live and process documents?
Article 3 Llei 1/1998 (Ley 1/1998 de Política Lingüística, Catalonia's Language Policy Act) stipulates that Catalan and Spanish have the status of official languages in Catalonia and citizens have the right to use them "without discrimination" in all public and private actions. [1]III. Legal acts in either of the two languages are fully valid and effective [1].
Article 4 adds specific rights: to know both languages, to express themselves orally and in writing, to be served in any of them and not to be discriminated against in the language [1]The same law enshrines Catalan as "lengua propia", the original language of Catalonia, and it is the responsibility of the authorities to maintain its knowledge and use. [1].
From practice, you can live in Barcelona, go to a doctor, rent a house, open an account and file a document in Spanish, but websites, signs and letters from Generalitat and Ajuntament will be primarily Catalan, keep this in mind.

The State authorities (migration services, police, tax authorities) operate according to their own rules: article 2 Llei 1/1998 only refers to Catalan as "preferably" the Administración del Estado used in Catalonia "in whatever form it itself determines". [1]We use Spanish forms for applications for residence, and we do not need Catalan forms for applications, nor do we have formal requirements to know Catalan when filing documents with the State.

Was Catalan a language needed for residence and citizenship?
No residence permit for the very same. [2]Ley's 14/2013 articles on DNV don't have it either. [7]Detailed: Do you need Spanish for a residence permit?.
Language is considered indirectly. In the case of arraigo social and arraigo socioformativo, and in the case of temporary residence, if not met, it is necessary to informe de esfuerzo de integración: in Catalonia it is issued by Generalitat (page updated 25.09.2025). In the document set, the Generalitat calls confirmation of instruction and knowledge of official languages, Catalan and Spanish, if you are not released: released, For example, the end of ESO, bachillerato or ciclo formativo, and Spanish do not prove the official citizenship. How does language relate to school and work?
School: Article 21 Llei 1/1998 calls Catalan language of instruction and education in non-university education "usually", guarantees children the right to receive primary education in the normal language, Catalan or Spanish, and requires adequate presence of both languages in the programme; late arrivals are given additional Catalan courses [1]How these rules apply today and what decisions are taken by the courts, we do not discuss here: the relevant order is seen on the Department d'Educación website. We do not evaluate and recommend schools.
Work: The law does not impose a common language requirement for private employment; the authorities should only encourage the use of Catalan in the workplace and collective agreements may contain language clauses [1]For work in the public administration of Catalonia, knowledge of Catalan must be confirmed when selecting the degree appropriate for the position (art. 11) [1]The language required by the particular vacancy is defined by the employer.
Where do they teach Catalan in Barcelona, and how much does it cost?
The main network of courses is Consorci per a la Normalitzación Lingüística (CPNL), an organization attached to Generalitat, which is assigned to it by the Catalan "support centres" (art. 38 Llei 1/1998), in Barcelona, by CCNL de Barcelona. [1][4]The courses are open and online, the registration is open during the recruitment periods, and as of 2 October 2026, the CPNL site contains "last places" with recording in full until 6 October. [4].

The CPNL certificate is equivalent to the Catalan Department of Politicala Lingüística (A1, A2, B1, B2, C1, C2, CNNL) certificate. [4].
What kind of Catalan certificates is Generalitat?
The Department of Political Affairs Lingüística issues official certificates A2, B1, B2, C1 and C2 on the basis of written and oral examinations, both of which are mandatory. [5]A separate examination is available for level A1. For 2026, the examinations were scheduled for April and May: C2 11 April, B2 25 April, C1 9 May, B1 16 May, A2 30 May, and the admissions were from 20 to 28 January 2026. The certificate is not for residence, but for selection to public office, for some training programmes and for confirmation of the employer or school level. The appropriate path depends on the purpose: if you need a document, start by specifying the certificate and level that the organization will accept.
When Catalan's Use Is Practical
- In administrative procedures, Generalitat and Ajuntament: Forms and letters come in Catalan, you can ask for a reply to Spanish [1].
- For informe de integración at Arraigo: confirmation of instruction and knowledge of Catalan and Spanish is included in the documentation package if no release is granted [3].
- At work in the public administration of Catalonia: the specific level indicates the competition [1].
- At school and kindergarten: Communication with teachers and default documents in Catalan, right to Spanish retained [1].
- At home: Catalan signs and prices, any language service [1].
The Catalan you need is determined by your situation. One-time procedures have a Spanish and online interpreter, a long life with children, or a Catalan client.
