The Spanish Consulate accepts the application of the documents at your place of legal residence: the law binds the visa to the consular district, not to the convenience of the applicant; for the inhabitants of Russia and Belarus, this is most often the Gennosulty in Moscow, for Kazakhstan the Embassy in Astana, for Ukraine the Embassy in Kiev.

  • District rule: The application for a visa is submitted in person to the consulate in which you reside (art. 26, Reglamento). [1].
  • The district of Genkosulsk in Moscow includes Russia (except St. Petersburg, Leningrad, Murmansk, Novgorod, Pskov and Kaliningrad oblasts and Karelia), Belarus, Armenia, Turkmenistan and Uzbekistan. [2]. Northwest Russia is a member of the Genkosulsk in St. Petersburg [6].
  • In Moscow, the Schengen visas are accepted by the BLS Centre. Spanish Consulate: filing of documents at the place of residence

The application for a visa is submitted in person to the consulate in whose district the applicant is resident, as is the case under article 26 of the Convention: the consulate is understood to mean the genus, consulate and consular sections of embassies, and the application can also be submitted on the premises of an external provider with whom the Spanish Ministry has a contract. [1]If there is a valid reason, the Ministry of Foreign Affairs may call another consular post, but the Ministry decides [1].

The law does not always allow a representative to apply for and obtain a visa through a representative when Spanish and EU regulations so provide, and in the event of a great distance from consulate or illness, the Ministry of Foreign Affairs may authorize a representative on an exceptional basis. There are also honorary consuls on the list: Minsk, Yerevan, Tashkent, Kazani, Yekaterinburg and Rostov-on-Don. [2]If they accept visa applications, the page does not speak, and for visas, you should be guided by the Gene Consulate or Embassy in the table.

What do you mean, "sitting in the consulate district"?

This means that you have a legitimate reason to be in the country where the consulate is located, and you can show it. The Moscow Consulate in the section on remote work visa writes that citizens and legal residents of their district can apply, while residents show residence permits or valid visas. [5]Russian citizens attach a copy of the internal passport with pages on registration and marital status (for the over 14 years old) [5].

For short-term (Schengen) visas, the rule is stricter and comes from the Visa Code: the recommendations of the 2022 Euro Commission state that applications are considered by the Consulate of the competent State in whose jurisdiction the applicant is legally resident and that consulates must not accept applications from Russian nationals in a third country, for example in Serbia, Turkey or the UAE. If you live in a third country, such as a Belarusian citizen with a residence permit in a neighbouring State, the county rule is read from the place of legal residence. How to register: Shangen and national visas are applied in different places

In Moscow, the reception is divided. Short-term visas (Schengen) are taken by the BLS external processing centre, and for national visas, the scheme has changed: upon notification by the consulate of 14 April 2026, the residents of the district apply to the BLS centre of their country for study and practice, researchers, family reunification, employment, highly qualified workers, audio-visual workers and residencia sin finalidad. Labour (no lucrativa) [11]The remaining national visas are accepted by the Gennosuls, from 9 a.m. to 12:20 p.m., on the basis of a record requested by letter to the Cog.moscu.citas@maec.es [4]. The notice does not name the telework visa (DNV) in the list, so check the procedure for it with the consulate before recording. The Consulate is open to visitors from Monday to Friday from 8:00 to 14:30 and in 2026 is closed on the holidays listed on the page, including Russian and Spanish. [4].

The procedure for the national visa registration in the consulate itself, on the page of 20 November 2026, which could have changed after 1 June 2026 [3]:

  1. The letter is sent at least four days before the date desired and is accompanied by a picture of the person ’s anfas and an open foreign passport with a readable page.
  2. In the Latin text: passport number, e-mail, telephone, name and name in capital letters, type of visa.
  3. One entry per person and passport; each applicant writes separately, including for children.
  4. The answer is login, password and reference to the recording system; transfer is possible only through this system; cancellation is not later than four days, otherwise the applicant is placed on the waiting list.

For national visas for work, research and family reunification, the letter is accompanied by a positive decision by the Spanish authorities, a certificate of entry with precise dates for the study visa; the consulate requests that the registration of the study visa be completed at least three months before the beginning of the course [3]The law requires the application of a study visa at least two months before the start of the class unless there are valid reasons for the visa. What you need to do with yourself and what you usually check before you deliver

The exact list depends on the type of visa. General conditions for a residence visa are set out in article 38 of the Declaration: signed declaration, no violation of the Spanish stay, passport with at least one year, certificate of absence of criminal record in the countries of residence over the past five years, fee and medical certificate on the International Health Regulations 2005. On a visa for remote work, the consulate in Moscow refers, inter alia, to a passport valid for at least one year, two clean pages and a issuance not more than ten years ago, a certificate of non-judiciality for the last two years and insurance from an insurance provider authorized in Spain [5]The certificates issued in Russia, Belarus, Armenia and Uzbekistan must be submitted by the Hague Apostille, and all foreign documents must be translated into Spanish. What the consulate decides and what the other agency

The consulate accepts the documents and checks the general requirements of article 38.The way forward depends on the basis. For no lucrativa, the consulate estimates the amount of the funds and insurance, and the absence of a conviction and a threat to public order checks the emicina de extrandjería. Typical errors in choice of consulate and delivery

  • The district rules are tough, and the MFA makes the exception.
  • They expect BLS to accept all visas, and for the Schengen, it is, and from the national visas, the centre only takes categories from the 14 April 2006 notification, the rest accept the consulate. [11]The order changes, so look at the consulate page on the day of the recording.

A review is needed if you are not living in a country of citizenship, if the family has different districts of residence, if the visa goes with the permit that must be obtained in Spain in advance, or if the consulate does not respond by letter. Frequent issues

Can you apply for a visa to Spain in any consulate?
No. Under article 26 of the Reglamento, a visa application is submitted in person to the Consulate of the district where you live, and another point can only be appointed by the Spanish Ministry of Foreign Affairs for a valid reason, and the same logic is laid down in the Visa Code for the Schengen visas: the Consulate is competent in the place where the applicant lives legally; the city cannot be chosen by convenience. Where to file residence permits for Belarusian citizens?
Belarus is part of the Moscow Consulate ’s page in the Genkosulsk district of Moscow, where national visas are recorded through a letter to the Consulate; the Spanish visa centre is located in Minsk and the honorary consul is listed only with contacts; since 1 June 2026, some of the national visas are submitted by Belarusians at the Centre [2][11]If you live far from the consulate, the law allows a representative to be served for a proven reason, but the consulate decides. Can you apply for a visa through the agency?
The consulate in Moscow directly writes on the record page: the records of the intermediary agencies are not issued, the applicant is recorded by himself, by a separate letter for each person, including for children. The error in the letter in question, for example in the passport number, remains on the applicant.
