Can Russians get a residence in Spain in 2026 ?

The basis for a residence permit depends on your situation, not on Russian citizenship: Real Decreto 1155/2024 applies to third country nationals [1]. The way to the application is different: a consular visa, documents from Russia and short-term visa rules.

Could a Russian be granted a residence in Spain?

Do you have to go to Spain to apply for a residence permit?

For most reasons, no first application is made through a visa to the consulate of the country where you legally live. For international television work, UGE directly replies that permission from the country of origin is not directly granted: you need a visa from the consulate, and you can apply to UGE 60 days before the visa is terminated or you can legally apply to Spain. What is different for Russians in practice?

  • Regional consulate. Moscow is responsible for Russia except St. Petersburg and Leningrad, Murmansk, Novgorod, Pskovsk, Kaliningrad and Karelia, which are consular offices in St. Petersburg [3][4].
  • Confirmation of residence. Russian citizens attach the original and full copy of the internal passport [8].

Could a Russian be granted a residence in Spain without a visa?
For most reasons, there is no reason: the application begins with a national visa at the consulate; the exception for international telework: you can apply to the UGE if you are already legally present in Spain and you do not apply for it directly from abroad; the validity of the stay is confirmed by the dates of the visa or parking.
