The consulate in Moscow expressly refers to the rule: visa is granted in the consulate of the region of the country of residence, and citizens and legal residents of the area may apply [1]I don't get a UGE permit directly from the country of origin, only a visa. The second route for Russians is in the shengen, and only legally available in Spain can they apply to UGE, and the Russians who come from Russia usually have a legal stay that creates a Schengen visa.

One-time schengen and a delivery from Spain

Euro Commission decision C(025) 7552 of 6 November 2025 limits multiple short-term visas for Russians who live in Russia and file documents in consulates in Russia: the number of visas is mainly granted to close relatives of Russians legally residing in the EU and transport workers [4]The rest are issued a single visa: one entry, then a new one.

For DNV, this means that the route "to enter the Schengen, then to apply to the UGE" must be planned as a single call: all documents must be ready before entry, because exit and return on the same visa are impossible. Step order for Russian

  1. Check the base. It takes three months to have a relationship with a foreign company at the date of submission and proof that the company has been operating for at least a year: an extract from the company register or an equivalent [1][2].
  2. Collect the income. Three-month sheets or accounts, bank statement to the claimant, employer letter with Euro salary [2]I'm going to go to the police station. Russian income statements for UGE.
  3. A certificate of incriminating. From the country where you lived for the last two years, apostille, plus a five-year no-convicted statement. [1][3]. Apostille puts the Ministry of Internal Affairs [6].
  4. Diploma or experience. Copy of diploma or at least three years of experience [1][2].
  5. Insurance. Policy from the Spanish insurers without payment or waiting periods; no tourist policies [1][2].
  6. Social security. Section below.
  7. NIE. The consulate in Moscow recommends getting it before the visa so as not to waste time. [1].
  8. Recording and delivery. The consulate accepts applications for a telework visa by e-mail: specify the procedure before applying, since as of 1 June 2026, some of the national visas are accepted by the visa centre and the telework is not named in the notification. [5].
  9. UGE. 60 days before the visa is over, apply to UGE, paying the 73.26 I [2][3].

Documents from Russia: apostille, translation and copy of passport

Russia and Spain are parties to the 1961 Hague Convention, so consular legalization is not necessary: apostilles in Russia are placed on a public document [8][9]The Consulate in Moscow calls the apostille for the Russian certificate of independency, and all documents in another language require translation into Spanish [1]. UGE clarifies: public documents of foreign bodies are needed with an apostille or legalization, the rest is enough to be translated by a sworn translator. [2].

Rubles income, bank certificate and payments

The threshold is the same for all applicants: 2,849 I am per month, i.e. 34,188 I am per year before taxes; for the applicant and one family member, 3,917 I am per month [1][3]Cruise and table for the family: income for DNV in 2026.

For Russians, difficulties usually occur in three places. Pay comes in rubles, and in the employer's letter, the amount in euros is needed: the re-counting rate UGE does not name, so the course and date are written in an explanatory letter. [2]Bank certificate to the applicant, three months in advance, with the receipt of the sheets or accounts [2]If the bank works with restrictions on international transfers, the UGE certificate is not listed as authorized or prohibited: there is no list of banks in UGE and consulate documents. Social insurance: there is a convention, but how do you apply it to DNV?

Consularism requires a declaration of performance under Seguridad Social and, for an employee, if no international coordination rule exists, confirmation of the company's registration in the Spanish system [1]. UGE clarifies: instead of alta, you can attach a certificate of applicable law, but only under a bilateral agreement and with the express indication that it covers remote work in Spain, and simply do not accept an application for it. The social security convention between Spain and Russia has been in force since 22 February 1996 and was signed on 11 April 1994. [10]. INSS brochure describes it as a convention on benefits (illness, motherhood, disability, pensions) and does not speak about the certificate of applicable legislation for remote work. Whether the Russian side issues such a document and accepts it UGE, we have not found. By default, the employer needs to register in the Spanish system without establishing: Social security of the DNV employee.

Russian employer, IP and self-employed

An employee can only work in Spain for a foreign company for which he/she is employed in a remote job. Whether Russian IPs and self-employed persons fit this pattern and what documents replace "certificado del Registro Mercantil" by the consulate, we have not found official explanations. IP from Russia and DNV, work for a Russian company without DNV.

Typical Russian errors in delivery

  • Certificate of independency without apostille or apostille of the wrong body: the Ministry of Internal Affairs puts it on its own. [6].
  • A letter from the employer without a sum in euros [2].
  • Compare the amount on the map with the threshold, not the amount on the tax. [2].
  • Payments are made to another person or account, and bank certificates are issued to the claimant [2].
  • The e-mails signed from the personal offices are submitted without checking as they are accepted: no formal answer.
  • They go to the consulate outside their region: the one who lives in the consulate area [1][7].
  • Entered on a single visa without a ready package for UGE [4].
  • Supplemental insurance (copago) or tourism: no such insurance [2].

If you work for a Russian company under a contract with the PKH, you have IP or self-employment, income comes from outside your account or through the platform, no diploma, no experience to prove, or you go to your family, then the documents, the apostille and the procedure for filing are dependent on the case: check them with the lawyer or the Gestor before paying the fee.
