The residence in Spain for Belarusians is issued on general grounds: DNV, no lucrativa, work, business, study, family, and the special characteristics of Belarusian citizens are not in law but in procedure: Belarus is in the district of Gennosulsty in Moscow, the certificates are made with apostille, and for hired DNV social insurance is built without a bilateral agreement.

Residence permit for Belarusians in Spain: what grounds are available

In Real Decreto 1155/2024 (Reglamento), this is no lucrativa, employment, self-employment, study, family reunification and arraigo, Ley 14/2013 telework (DNV), highly skilled professionals, entrepreneurs and intra-corporate transfers. Where to file: Consulate in Moscow, Spanish submission and representative

The visa is submitted to the consulate at the place of residence (art. 26, Reglamento). [1][4][5]National visas which the centre does not accept are accepted by the Gennosuls in Moscow: on page 20.11.2025, this letter is given to cog.moscu.citas@maec.es in at least four days, one entry per person and passport, no agency records [6]For the DNV visa, the consulate's page confirms that residents of the district in Moscow are serving in Moscow and need to show legal residence in it. [3].

Article 26 allows for an exception: if the applicant lives far from the consulate and there are documented reasons, the Ministry of Foreign Affairs may allow the application through the representative to be made by the police. [1]Whether the consulate accepts such an argument for the inhabitants of Belarus should be asked by him, and we have not found a public explanation.

The Consulate ’s notification of 14 April 2006 changes the pattern: since 1 June 2026, residents of the district apply to the visa centre of the country of residence for study and practice, researchers, family reunification, employment, highly qualified workers and residencia sine finalidad laboral [9]For Belarusians, this is a centre in Minsk, and the telework (DNV) and the independent work on the list are not listed as: where the inhabitants of Belarus receive them, the consulate does not write, and this needs to be specified in writing before the record. Documents: Apostille, translation and passport

The list depends on the basis, and the general conditions of the visa are set out in article 38 of the Regulation: passport with at least one year ’s validity, certificate of absence of conviction in the countries of residence over the past five years, medical certificate and fee paid [1]The consulate in Moscow specifies that: the certificates of non-judiciality from the country or countries of residence over the past two years, plus a statement that there are no convictions for five years; the certificates from Russia, Belarus, Armenia and Uzbekistan are needed with apostilles, all foreign documents are translated into Spanish [3]I. Passports must not be issued more than 10 years ago, valid for at least one year and two clean pages [3]If your passport is issued for 10 years, both conditions together mean that it must not be issued before nine years ago.

Social insurance and DNV: What changes the absence of agreement

For DNV employees, UGE explains two ways: to register a foreign company in Spanish Seguridad Social as a non-resident without representation, or to transfer a right under an international agreement if an agreement exists and the authority issues a cover document in Spain [7]. Self-employed persons are required to register in RETA, and transfer of rights is not permitted [7]. Without registration with RETA, permission can be terminated when checking [7].

The list of bilateral agreements on Seguridad Social (at 2 October 2026) includes Russia and Ukraine, while Belarus and Kazakhstan do not. [8]We are careful to conclude that hired Belarusians are likely to have to register their employers with Spanish Seguridad Social. UGE practice needs to be clarified before delivery. For employers, this is a separate step: UGE writes that the company must register in advance with Spanish Seguridad Social as a non-resident without representation. [7].

Income and money: what is considered and what is not determined

For DNV, the claimant ’s income must not be less than 2,849 a month or 34,188 a year before taxes, and the first family member is added to 1,068 a month, each for the next 356 a month. [3]I. Calculation and documents: DNV income in 2026.

For Belarusians, the question is how to confirm income if it is received in Belarusian rubles or in other currencies. [3], but the conversion rate in euros and acceptance of certificates of Belarusian banks in open materials are not described. Write down the course and count date in an explanatory letter and ask your lawyer how your situation responds. If the money is not received into your account, the source of funds should be shown separately: the consulate is waiting for proof of title, legality and availability of funds [3].

Procedure for a resident of Belarus

  1. Set the ground: remote work, no lucrativa, employment, business, studies or family [1][2].
  2. Check where you legally reside: the consular district depends on it. [1][4].
  3. List the documents on the consulate page under your authority and check the terms of the law [1][3].
  4. Order apostille for a certificate of independency and a translation into Spanish: it takes time, depending on the extradition authorities. [3].
  5. Check passport: validity, date of issue, blank pages [3].
  6. Address the social insurance issue: employer at Segurid Social or RETA [7].
  7. Request the consulate to take the record in order on its page and make a statement in person or through an authorized representative [1][6].
  8. After the decision, get a visa, enter and file TIE: apply in person within a month if the permit is valid for more than six months [1].

Can you apply for a DNV from Spain after entering a Schengen visa?
The law allows the application to the UGE of those legally present in Spain, and it does not name the type of entry. The extension of the current stay until the decision is reached.
