Medicine in Catalonia: 15-step scheme

1. Identify the basis on which public medicine is assigned to you.

   The law gives the right to foreigners with legal and habitual residence, with public funds, if they do not have the obligation to confirm the coverage in another way. Employment and autonomo give the right through Seguridad Social. For DNV, the agency requires insurance, public or private, and for no lucrativa the obligation to have insurance and is a "other way", so the right does not usually arise under the law. The CatSalut uses it to your status, and is specified in CAP.

   When assistance is needed: DNV with the employer abroad, change of base or family with different status: the right depends on the details, it is worth taking them apart with the hestor.

2. Get the social security number (NAF, NUSS)

   NUSS, or NAF, is a number in Seguridad Social: without it, you can not write an alta and recognize the right to medicine. It is issued by TGSS, the Social Insurance Treasury; online via Importassas, you can apply at any time, with or without Cl@ve or digital certificate, using a photo of the document and selfie.

3. Register at (padró)

   For TSI, you need a residence registration certificate (certificat d'empadronament) issued at least three months before the visit. Your address also depends on your CAP. In Barcelona, registration is issued by Ajuntation, City Hall.

4. Put TSI in your CAP

   TSI requests a request from CAP at the registration address, and the Generalitat data show that you can also apply online. You can find your CAP at the address or check your 061. CatSalut sends a card free of charge; every family member needs his own.

   When you need help, Cap says you don't have a right, but you think otherwise: first check the recognition of the right in INSS (step 15), then deal with the hestor. Tarjeta Sanitaria in Catalonia.

5. Get a family doctor and a pediatrician.

   After TSI, you are assigned to the primary care team (EAP) and the doctor, médico de Capçalara; children are observed by a paediatrician. The doctor and CAP can be selected, but not more frequently per year, except for objective reasons such as moving or changing jobs.

6. Connect La Meva Salut

7. Make an appointment with the doctor by the convenient channel.

   The routine appointment is taken to La Meva Salut, via CAP, in person at the register office, or 061. It is not urgent to ask about treatment and questions via eConsulta, without visiting.

8. CAP, CUP, hospital, 112, 061

   If you don't understand where to go, 061 Salut Respon gives you a telephone consultation, emergency but not life threatening, decides at CAP or CUP, emergency primary care centre, and the urgíncies of hospitals go when they really need to.

9. Get your meds on the e-prescribed.

   The prescription is electronically processed, visible in the La Meva Salut treatment plan. The pharmacy shows TSI. The drug supplement depends on income and status (working or retired), and a number of people are exempt from it; the level of coverage is specified in TSI.

10. To specialist: through direction

    In the public system, a specialist is referred to a primary doctor or on urgent statements, first to a family doctor, who decides whether or not to have a specialist.

11. Consider whether you need private insurance in parallel.

    For DNV and no lucrativa, insurance is a requirement of the agency, and then the agency imposes its terms: a company authorized in Spain, a period of validity for the entire period; without such a requirement, private insurance remains a personal choice and the public system does not replace it.

12. Dental care: what the public system gives

    The general programme covers the treatment of acute processes (infection, inflammation, trauma), dental removal and preventive examination. Orthodontics, implants and aesthetics are not included. Children, pregnant women and some other groups are covered by the MCH plan; as in Catalonia, specify in CAP.

13. Move the medical history

    Your old story at CatSalut isn't gonna get automatically. Get your family doctor a discharge, a list of drugs with active substances, vaccinations of children and important tests, better with a translation into Spanish or English.

14. Change CAP when moving

    CAP depends on the address, so after moving, the registration changes first, then the address to CatSalut: to CAP or after 061, the move is considered as an objective reason and the "one shift per year" limit does not apply to it.

15. TSI is not yet available: emergency assistance and legal aid

    The emergency in Catalonia is also without a card, but a person without a public medicine license can be billed. Children under 18 and pregnant CatSalut can be accessed by a separate application to CAP. If you already have a right through Seguridad Social, you can download a document about it (documento acreditivo) from INSS.
