UGE online: What portal for which application

The online migration procedures service is divided between two portals. [1][3]. All other applications for extranjería take Delegaciones and Subdelegaciones del Gobierno, and online they go to another portal.

The list of procedures at Mercury is taken from the agency's page; its technical section describes Internet Explorer and Java, so the list could have been behind Reglamento 2024, and your procedure needs to be checked. How to apply for UGE online: Steps

Order for application for Ley 14/2013 collected from the page of procedure in sede, UGE page and the agency instructions [1][2][6]The interface of all UGE permits is common, so the instructions for entrepreneurs are used as screen descriptions, and the DNV requirements are checked against the UGE list of documents.

1. Find out who's serving. The applicant is a foreigner, who applies for a Spanish company for high-quality specialists, researchers and translations of ICT. [1].
2. Get access. You need an electronic certificate or DNIe, for a foreigner without Spanish DNI, almost always first, NIE: how to get it, we wrote in an article. on the Nie in Barcelona, about access through the certificate and Cl@ve in separate article [2].
3. Fill out the form. For a title applicant, this is MI-T for members of the MI-F family. A physical person can sign an electronic form, and UGE instructions for entrepreneurs allow for handwritten and scanned signature. [1][6].
4. Pay the fee. Model 790 code 038, item 7 "Solicipud de autorizacions de movilidad international (Ley 14/2013)" (Amounts 01.10.2026: 73.26 I for primary authorization; extension is given in the Tasa table on code 038, check it before payment; for family members the page refers to the same paragraph 7 [1]After payment, you get NRC (número de referencia completo) of 22 characters: it goes to the application as a payment certificate [6]Bizum, card or write-off may be paid if the payer owns the certificate with which you entered; there is also a form for payment at the bank [1]I'll give you more details: How to Pay Modelo 790.
5. Get the papers. List for DNV in UGE document: passport, duty, contract and confirmation of relationship for three months, income, certificate of incriminating and declaration, insurance or other confirmation, company letter, diploma or experience [5]International public documents are issued with apostille or legalization, the remainder with the translation of a juror [5]How to break it down on a ground, sort it out. Document check. UGE advises to attach an explanatory note, especially if the document does not coincide with the list exactly [5].
6. Load the application to the sede. The way in which the instructions are: Alta solicitud, identification, type of application (primary, extension), applicant and applicant data, downloading files. The Limite, which calls the instruction for entrepreneurs, 24 MB; whether it applies to DNV, we have not confirmed [6].
7. Press "Guardar y fairmar" and save resguardo. If you enter a teletrabajo visa and want to stay, the UGE document calls the window of delivery: within 60 calendar days of the visa's end [5]If the deadline is tight, start with access and duties: the certificate and NIE are issued longer than the form is filled in.

Delivery through Mercury: What you need and what you get

Mercury is suitable for procedures that lead to the official de extrandjería. According to the description on the page of the procedure, the order is to open Mercury, select a "new application" or "renew", complete the form and attach the documents, sign the form and annexes with the certificate (for this purpose, Autofirma is installed) and register the application; after registration, you can download the PDF-resguardo as proof of the application. [4].

The fee bill recommends that you attach it immediately: without it, the case may be delayed. Which declarations are required to be electronic: what is confirmed and what is not

For UGE confirmed: Article 76.1 Ley 14/2013 says applications are made via telematic means, while the UGE page indicates that applications and all documentation relating to them (corrections, supplements, recursos, messages) are submitted electronically through the Ministry ’s Sede [2][3].

The picture has changed for Reglamento procedures: Article 14.3 Ley 39/2015 allows the regulation to require the electronic communication of certain procedures and groups of individuals who have been proven to have access to and use electronic means [7]On this basis, article 197.2 RD 1155/2024 required electronic filing of a part of the application, but the Tribunal Supremeo, by decisions of 8 and 29 July 2026, declared it invalid and left open the possibility of re-instituting the duty in justification and proportionality [8][11]The sources differ in what is in force after the court decision:

As the Officiala de Extranjería in Barcelona applies today, we have not confirmed, by official sources, that a procedure is required to be electronic, we will not become electronic. Practically, according to the Madrid Handbook, the holder of the certificate can apply any procedure electronically. [9]If there is no certificate and the procedure is not UGE, please specify to the OFICINA de Extranjería or to the lawyer who it accepts.

Certificate, Cl@ve or DNIe: What different sources are called

There's no single formula, every source calls its own:

The certificate refers to all sources in the table, Cl@ve only part. Therefore, it is reasonable to issue the certificate and Cl@ve to receive in addition: so both the delivery and the viewing of the notices are closed. [10]B. Submission through representative: gestor, attorney, attorney

UGE allows a legal applicant to appoint an electronic attorney. For the Ministry's permission, this entry is in Registro Electrinono de Apoderamientos, code 201361 (Extranjería. Autorizacions de residencia of this Ministry). [1]. At Mercurio, attorneys, gestores administrativos and graduados sociales work through their professional access after registering with the relevant Consejo General. [4].

Separate detail on Barcelona: in 2025, the office reported that records (cita previa) were issued to title claimants and that no records were assigned to third representatives who were required to communicate electronically [10]Who is to be elected as a representative is to be examined by the article on the gestor and the lawyer.

What happens after delivery

Confirmation. Save resguardo with date and time: it proves that the application is filed and in the tram. According to Madrid's directory, an application submitted through Mercurio or Registro is not entered into the office system immediately, and the first time a status search may not find anything. Notifications. Electronic notice is deemed to have been received when you or your representative have opened it. If electronic means are mandatory or you choose them yourself, it is rejected after 10 calendar days without opening (article 43 Ley 39/2015) [7]The Madrid Handbook adds: the document is placed in DAHú or Carpeta Ciudadana, and it does not come to the post office, but can be opened with a DNI or NIE certificate from the "domicile a efecto de notificacións"; if it does not have a certificate, the check "consiento" is not placed and the letters are mailed. [9].

Requerimiento. If there is a lack of an application, the agency will give you ten days to correct, and without a response you may be denied (article 68.1 Ley 39/2015); the UGE page recalls the same. Silence. If Ley 14/2013 has passed without a decision, the UGE page proposes to seek confirmation of the silent decision via sede: "Registro de soliditudes", identification, Subsanación section [1]What is silencia positivo, see a separate article.

Typical errors in electronic filing

• DNV is either via Mercury or on paper. [2][3].
• The fee is paid for the wrong 790 point. For UGE, this is code 038 paragraph 7; for each procedure, the code is different, and the form of the other procedure is not appropriate. [1].
• Do not open the notice box. In ten calendar days, the electronic notice is considered rejected and the deadline is set. [7].
• Accept electronic notifications without a person's certificate in the notification address box. Letters will be sent to DEHú or Carpeta Ciudadana, where they will not be received. [9].
• Load documents without an explanatory note, although they do not match the list exactly. [5].

When Individual Review Is Needed

A review is needed if your procedure is not from UGE and you are not sure which channel it takes: after the decisions of the Tribunal Supermo, the sources are different, and the output depends on the office and the date of the application. It is also necessary when the deadline is tied to the date of the visa or status, when there is another person in the notification box, when the documents do not match the UGE list, or when you file for the family and you want to understand who the title applicant is.
